04/06/2021 - LCR 198 - Winter Services Contract ref: 1445    Recommendations Approved

Decision:

The LCR Combined Authority agreed that:

 

(i)          the provision by the Combined Authority of a framework agreement for a period of 4 years commencing on 31 July 2021, with an upper limit on the contract value of £650,000 to provide Winter Bureau and Weather Services for the consitutent Councils be approved;

 

(ii)         the Combined Authority’s consitutent councills individually enter into contractural arrangements with the successful bidder, Vaisala; and

 

(iii)       Warrington Borough Council would also be utilising the arrangements made under the framework

04/06/2021 - LCR 197 - Shakespeare North Playhouse ref: 1444    Recommendations Approved

To seek approval for increased funding requirements to support revenue costs on the Shakespeare North Playhouse development.

04/06/2021 - LCR 194 - Levelling Up Fund - Transport Bid ref: 1442    Recommendations Approved

Approval is sought to submit a transport bid to the ‘Levelling Up’ Fund with a request for delegated Authority to make subsequent amendments to the proposed schemes following further discussions with constituent Local Authorities and stakeholders.

(i)          the proposed approach to bid for the Levelling Up Fund be approved as follows:

Birkenhead Central Gateway - £21.823m

St Georges Gateway - £13.424m

Maritime Corridor - £2.277m

Local Contribution - £3.752m

 

(ii)         delegated authority be granted to the Interim Executive Director for Strategic Delivery and Commissioning to bid and finalise negotiations of detailed terms of the funding and assocaited agreeements in consultation with the Combined Authority Monitoring Officer and Combined Authority Treasurer and make changes to the bid before the 18 June 2021 submission deadline.

04/06/2021 - LCR 193 - Housing Delivery ref: 1441    Recommendations Approved

The Combined Authority is the accountable body for £11.3m for Green Homes Grant Local Authority Delivery 2 funds to improve the energy efficiency of approximately 1,200 homes. Approval is to be sought on the allocation and governance to disburse the funding.

 

The Combined Authority has a second year of Brownfield Land Funding. A strategy which outlines the proposed spend for the Fund will be presented to the Combined Authority for consideration along with requests for delegations to spend pre-development funds to support project delivery.

Decision:

The LCR Combined Authority agreed that:

 

(i)          the approach set out in the report now submitted for the allocation and expenditure of the remaining Brownfield Land Fund and that, apart from pre-development expenditure, funding allocations to specific projects will be subject to future Combined Authority approvals be noted;

 

(ii)         the allocation of Local Authority Delivery 2 funds between Liverpool City Region Local Authority areas as set out in paragraph 3.6 of this report be approved and delegated authority be granted to the Executive Director of Strategic Delivery and Commissioning in consultation with the Chief Legal Officer and Treasurer to put in place appropriate legal agreements for the distribution and use of this funding for the improvement of energy performance in homes;

 

(iii)       the establishment of a ‘Housing Pre-Development’ Thematic Fund of £1m to cover pre-development expenditure on housing pipeline projects in line with the Combined Authority approved 2021/22 budget be approved;

 

(iv)       in relation to recommendation (iii), it be noted that Officers are authorised to make expenditure decisions in excess of the key decision threshold of £150,000. When such decisions occur, they will be undertaken in consultation with the Portfolio Holder, Housing and Spatial Framework and be the subject of a published officer decision; and

 

(v)        progress on the development of projects identified within the housing pipeline be reported quarterly to the Housing and Spatial Planning Advisory Board.

04/06/2021 - LCR 192 - Growth Hub Funding ref: 1440    Recommendations Approved

The Combined Authority has been notified of a likely funding award of £780,000 for the 2021/22 financial year from the Department for Business, Energy & Industrial Strategy (BEIS) which is a continuation of funding to support the Liverpool City Region Growth Company deliver the “Growth Hub” programme

The LCR Combined Authority agreed that:

 

(i)          the expected award of up to £780,000 to the Liverpool City Region Growth Company, via the Liverpool City Region Combined Authority as its accountable body, to support the “Growth Hub” programme across the Liverpool City Region be noted; and

 

(ii)         the funding be transferred to the Liverpool City Region Growth Company to enable it to deliver the measures set out within the offer letter.
