RESOLVED – That under Section 100A(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in paragraphs 1, 2 and 3 of Part 1 of Schedule 12A to the Act.

Recruitment to the postion of Executive Director - Place

To consider the report of the Executive Director of Corporate Development and Delivery.

Minutes:

The Appointments and Disciplinary Committee considered the report of the Executive Director of Corporate Development and Delivery which:

 

·             addressed the requirement for strategic place-based leadership within the Liverpool City Region Combined Authority;

·             proposed arrangements to appoint permanently to the statutory role of Director General as required by the Transport Act 1968; and

·             set out the process for the recruitment of a suitable individual to undertake this critical role.

 

RESOLVED – That:

 

(i)          noted the contents of this report;

 

(ii)         the established role of Executive Director of Integrated Transport be re-purposed and augmented to Executive Director – Place;

 

(iii)       the new role, Executive Director - Place, carry out the statutory role of Director General as required under the Transport Act 1968 and, in the absence of the Chief Executive, will fulfil the role of Deputy Chief Executive to the Liverpool City Region Combined Authority;

 

(iv)       recruitment for the role of Executive Director – Place commence immediately;

 

(v)        the draft role description and person specification attached at Appendix A be agreed;

 

(vi)       the salary band for the re-designated role be agreed;

 

(vii)     the Executive Director of Corporate Development and Delivery has used delegated authority, to appoint a recruitment agency to support the recruitment and selection process; and

 

(viii)    Members will be required to attend a number of Appointment & Disciplinary Committee meetings to fulfil their duties set out in paragraph 3.14 below.
