This report seeks support from The Liverpool City Region Combined Authority to submit an application to the Department for Transport and Network Rail for funding from the Access for All programme to support a suite of projects delivering step free access to stations across the Merseyrail Network.


In exercising authority in accordance with the Constitution (Par 3, Section H, Paragraph 3.4,), the Chief Executive agreed that:


(i)          Progress made to date to develop a submission to the Department of Transport (DfT) to fund the development and delivery of lift schemes at then inaccessible rail stations priorities in the current programme be noted;


(ii)         The submission of the application to the DfT for funding to construct lifts at ten of the remaining twenty one non-step free rail stations across the Liverpool City Region be approved;


(iii)       Delegated authority be granted to the Executive Director of Investment and Delivery to finalise negotiations of detailed funding terms and associated agreements for the Project specified at (ii) above in consultation with the Executive Director of Corporate Services and Chief Legal and Monitoring Officer; and


(iv)       It be noted that the Chair of the Overview and Scrutiny Committee agreed for the call-in provisions (as set out in the Combined Authority Constitution) have been waived on this occasion. The reason for the call-in to be waived is due to the deadline for submission of the application to the DfT for the funding by 16 September 2022.
