Purpose:

The LCR Combined Authority is being asked to approve City Region Sustainable Transport Settlement commissioned projects. This decision is vital to ensure that the Combined Authority and partners can deliver projects as agreed with Central Government. This project will be delivered under themes agreed with the Department for Transport.

 

Approval is therefore sought for:  

·       £44.97m to fund the Key Route Network (KRN) Levelling Up programme, supporting active travel, bus and highways across the wider KRN

·       £5.9m to fund LCWIP phase 2 (Runcorn – Daresbury) An active travel corridor in Halton

Decision:

RESOLVED – That:

 

(i)          The revised list of CRSTS schemes and costs as discussed with central government which now includes an increase to 5 Green Bus Routes (GBR) and a focus on reallocation of road space to support the Liverpool City Region objectives of prioritising walking, cycling and public transport be approved;

 

(ii)         The provision of grant funding from the Strategic Investment Fund (SIF) – CRSTS for each of the following projects up to the amounts specified be approved:

 

(a)        KRN Levelling Up - £44.97m;

(b)        LCWIP Phase 2 (Runcorn – Daresbury) - £5.9m;

(c)         St Georges Gateway – Ropewalks - £6.554m

 

(iii)       Delegated authority be granted to the Executive Director of Investment and Delivery to finalise negotiations of detailed funding terms and associated agreements for the Project specified at (ii) above in consultation with the Portfolio Holder: Transport and Air Quality and the Executive Director of Corporate Services and Chief Legal Officer.
