The Race Equality Hub is part of a wider Race Equality Programme that emerged in response to the global Black Lives Matter protests in the summer of 2020. The vision of the Hub is to provide a long-term, single point of co-ordination that addresses the underrepresentation of Black, Asian and Minority Ethnic communities. The Hub is focused on training, positive action & business support and will act as a centre of excellence with a national and international reputation. The Combined Authority will be invited to provide Strategic Investment Funding and approve the organisational structure of the Hub.




(i)             approval be given the provision of funding of up to £2,303,231 for the second phase of the Race Equality Hub project, previously agreed in principle at the Combined Authority meeting on 23rd July 2021, subject to satisfactory development of this second phase;


(ii)            the proposed initial structure of the Race Equality Hub, with the Combined Authority entering into legal agreements on behalf of the Hub supported by an “unincorporated association” providing the necessary independence and Black, Asian and Minority Ethnic representation be noted;


(iii)          delegated authority be granted to the Executive Director of Investment and Delivery to finalise negotiations of detailed funding terms, legal structures, and associated agreements for the second phase of the Race Equality Hub project specified at (i) above in consultation with the Chief Legal Officer and the Treasurer; and


(iv)          the proposal for a bespoke scheme of delegation to be developed over time when volume, scale and levels of activity associated with the Hub are more clearly established be noted, with such scheme of delegation will be brought to the Combined Authority for future consideration.
